Vulnerability Analysis

Is your business continuity plan prepared, and do you know what your business vulnerabilities are?

Explaining the Need for Building & Facilities Vulnerability Analysis

Increasingly legislation such as occupational health and safely, director’s duties and due diligence requirements are driving business to undertake regular risk assessments and business continuity planning activities, crucially these processes begin with professional vulnerability analysis.

Building and Infrastructure owners and operators of facilities, and assets designated as critical infrastructure, and related businesses are increasingly subject to legislation, policy and regulations, and international standards, such as:

bullet

The Victoria Terrorism (Community Protection) Act 2003.

bullet

The Queensland Government’s Infrastructure Protection and Resilience Framework.

bullet

Standards Australia Security Risk Management handbook HB 167:2006.

bullet

The Australian Attorney Generals’ Critical Infrastructure Protection Risk Management Framework: For the Identification and Prioritisation of CI.

These require the development of crime and/or counter terrorism vulnerability and risk mitigation plans. Underpinning, this work is the need for building and facilities Vulnerability Analysis.

CIP’s Vulnerability Analysis Services

CIP’s approach to building and facilities vulnerability analysis incorporates key criteria, such as:

bullet

Applying best practice and internationally regarded standards in the identification of vulnerabilities assessed through Situational Terrorist Opportunity Prevention methodology, as developed in the U.K. and U.S.

bullet

Utilising specialist techniques, such as cluster-modelling and 3D analysis, to identify interdependency between vulnerabilities.

bullet

Allow the alignment of mitigation solutions.

bullet

Capacity to undertake vulnerability assessments without reliance on threat assessments.

bullet

Our Vulnerability Analysis approach can be augmented by the inclusion of blast and ballistic/fragmentation analysis that enables a more detailed picture of the overall vulnerability.

This process aims to collect essential information on vulnerabilities providing a clear picture of the most vulnerable (and/or critical) areas. With this information, owners and operators can appreciate the nature, location and criticality of their greatest situational vulnerabilities. This data can then be incorporated into follow-on risk, emergency or security planning, which then leads into your business continuity planning process.

Standards Alignment

Our Vulnerability Analysis approach is aligned with the U.S. Federal Emergency Management Agency 426 Reference Manual to Mitigate Potential Terrorist Attacks Against Buildings.

Our Vulnerability Analysis approach also conforms to Australian Federal Government policy. In particular, the Australian Attorney Generals’ Department, Critical Infrastructure Protection Risk Management Framework: For the Identification and Prioritisation of Critical Infrastructure, and standards such as:

bullet

Standards Australia Security Risk Management Handbook: HB167:2006.

bullet

Risk Management Institution of Australasia 2007 SRMBOK-Security Risk Management Body of Knowledge: Part A - Framework.

Report Delivery

CIP’s approach is flexible and appropriately adapted to a wide range of buildings, and facilities, including individual buildings, commercial and industrial facilities, shopping centres, public gathering spaces, and critical infrastructure.

Typically, we addressed issues, such as (but are not limited to):

bullet

All areas of the site including its systems and services.

bullet

Surrounding areas and how they inter-relate to the site being assessed.

bullet

Vehicle access and parking arrangements.

bullet

Security and incident history.

bullet

Previous threat and/or risk assessments.

bullet

Structural response analysis to validate the likely consequences for various crime and/or terrorism scenarios.

bullet

Specific 3D representations of key vulnerability ‘clusters’.

As a result, vulnerable areas are then detailed in order of potential consequence and type of attack. Where appropriate, this approach can be further augmented by the inclusion of blast and ballistic/fragmentation analysis which enables an even more detailed picture of the overall vulnerabilities to emerge.

Clients receive a concise report highlighting methodology and results, which includes:

bullet

Vulnerability analysis summary,

bullet

Crime and/or counter-terrorism risk assessment,

bullet

Broad mitigation recommendations, that can be developed into further implementation strategies through the CIP Alliance Partners.

Capabilities

bullet

CIP integrates the offerings of the CIP Alliance Partners to provide a multi –disciplinary group of professionals whose skills are aligned with your business needs, and who will be involved in the development of your vulnerability analysis report and mitigation.
